Opportunity Information: Apply for RFA CE 19 006
This CDC grant opportunity (RFA CE 19 006) is designed as a mentored career development award for new or early-stage investigators who want to build a research career in one of two priority areas: opioid overdose prevention or cross-cutting violence prevention affecting children and youth. The National Center for Injury Prevention and Control (NCIPC) is offering funding paired with substantial "protected time" (75 percent) so awardees can step back from other duties and focus on an intensive, supervised research and training experience. The overall goal is to help promising investigators strengthen their research skills while producing practical, actionable evidence that aligns with CDC NCIPC Injury Research Priorities and can be translated into real-world prevention strategies, especially those used by state and local health departments.
Applicants must orient their work around one of the two tracks. The opioid overdose prevention track requires a proposed research project that investigates risk factors for opioid overdose and/or strategies to prevent overdose. While projects can directly address gaps already identified in the NCIPC Research Priorities, the announcement also highlights several specific research questions of interest. These include using prescription drug monitoring program (PDMP) data alongside coroner, medical examiner, and law enforcement information to identify risk and protective factors; clarifying patterns of co-use (for example, prescription opioids and heroin), injection behaviors, and overdose patterns; identifying the most effective ways to increase appropriate PDMP use; and testing practical "levers" that help providers and health systems improve prescribing, pain management, and overdose response while avoiding unintended harms. The CDC also signals interest in systems-level questions, such as how public health systems can better support linkage to care for opioid use disorder and overdose, how public health approaches can be integrated into public safety and law enforcement responses to improve outcomes, and how individuals can be empowered to make safer choices related to opioid use. A central expectation is that the resulting research is not purely academic, but directly informs and improves prevention strategies currently being implemented in jurisdictions dealing with the overdose epidemic.
The cross-cutting violence prevention track focuses on multiple forms of violence affecting children or youth, specifically including child abuse and neglect, youth violence, teen dating violence, and self-directed violence. The emphasis is on "connecting the dots" across forms of violence, reflecting CDCs strategic vision that shared risk and protective factors often drive more than one type of violence and that prevention approaches can be more efficient and impactful when they address those shared drivers. Projects in this track must address at least one of the cross-cutting violence prevention research gaps from the NCIPC Research Priorities, and they must do so in the context of children or youth. The highlighted gaps include identifying modifiable protective factors that buffer against adversity and aggressive behavior in childhood in ways that reduce multiple forms of violence and improve long-term health; evaluating the effectiveness and economic efficiency of policies or community-level strategies that improve the economic and social environment to reduce violence; evaluating the effectiveness and economic efficiency of early education and family supports for young children as violence prevention; evaluating programs, policies, and practices that build young peoples skills and relationships to reduce involvement in multiple forms of violence; and evaluating dissemination and implementation strategies, including what speeds adoption of evidence-based prevention approaches in real-world settings.
From an administrative standpoint, this is a discretionary grant from the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention. The CFDA listing is 93.136. The award ceiling is $100,000, and CDC anticipated making about four awards under this announcement. A wide range of applicants are eligible, including federal recognized tribal governments and tribal organizations, state and local governments, public and private institutions of higher education, nonprofits (with or without 501(c)(3) status), public housing authorities, for-profit organizations (other than small businesses), and small businesses, with eligibility ultimately subject to any clarifications CDC provides in the full announcement. Applications were due by 5:00 p.m. Eastern Time on April 1, 2019, with the opportunity originally posted in January 2019.
In practical terms, the opportunity is best understood as an investment in people as much as projects. CDC is funding early investigators to develop as independent prevention researchers through mentorship, dedicated time, and a focused project that answers high-priority questions. Whether the topic is opioid overdose or multiple forms of youth violence, the through-line is the same: produce evidence that is rigorous, tied to CDC priority gaps, and positioned to be translated into prevention actions that agencies and communities can realistically implement.Apply for RFA CE 19 006
