Opportunity Information: Apply for PAS LUSAKA AFCP FY2023
The Ambassadors Fund for Cultural Preservation (AFCP) opportunity is a U.S. Department of State grant competition administered locally by the U.S. Embassy in Lusaka. It is focused on supporting one-off projects that protect and preserve cultural heritage in Zambia, both to safeguard resources that matter to Zambian communities and to reflect U.S. respect for other cultures. This is a discretionary grant program (CFDA 19.025) under the Department of State, U.S. Mission to Zambia, and it is framed around tangible and intangible heritage preservation outcomes rather than general cultural programming.
Projects must fit into one of three supported areas. The first is cultural sites, which can include historic buildings, monuments, sacred places, and archaeological sites. Typical activities here might involve restoration or stabilization work on a historic structure, conducting an archaeological survey as part of a broader preservation plan, developing a site management or preservation management plan, or documenting sites across a region to support future protection and conservation. The second area is cultural objects and collections, aimed at conservation needs within museums, cultural sites, or similar institutions. This can cover archaeological and ethnographic materials, artworks, manuscripts, photographic or film archives, and broader museum conservation work. Common project types include conservation treatment for specific objects or collections, condition assessments and needs assessments, inventories designed to support conservation planning, improving storage or display conditions to create safer environments, and specialized training to strengthen local capacity for collections care. The third area is forms of traditional cultural expression, which includes living heritage such as music, rituals, traditional knowledge, languages, dance, drama, and crafts. Examples of supported work include documentation and audiovisual recording of threatened traditions, making those recordings and information accessible, and training or apprenticeship-style support to sustain traditional arts or crafts at risk of disappearing.
The application process is structured in two stages. In Round 1, organizations submit a short concept note rather than a full proposal. The concept note is limited to three pages and is meant to clearly explain the core idea, goals, and intended approach so the Embassy can evaluate whether the project is a good fit before applicants invest time in a full application. After reviewing eligible submissions, the U.S. Embassy in Lusaka, working in consultation with the Cultural Heritage Center in the Bureau of Educational and Cultural Affairs, will invite selected applicants to develop and submit full proposals.
To apply in Round 1, applicants must complete the required Concept Note Form and include a budget for the proposed project. Submissions must be sent by email to LusakaPASGrants@state.gov. The deadline for concept notes is Wednesday, December 28, 2022, and late submissions are not accepted. The opportunity listing indicates an award ceiling of USD 50,000, with an expectation of up to three awards.
